I can tell what I know: among those I know very well how chose to be HaiGui, 3 (excluding expat) initially landed on jobs that pay more than RMB520k, and they were all happy expecting to make accomplishments when they received offer. Guess what? None lasted for more than 7 months. Why? not because they are not capable but becasue their salary is at least twice as much as their colleagues. Now you are holding positions that pay you RMB0.5M a year you are supposed to make big things to happen. To make big things happen there is no way you can do it all by yourself so you must work very closely with colleagues. But colleages know you are making so much they refused to coorperate with you becasue they THINK they are doing the same job as yours. There is only one way to solve, partially, this problem: you get strong support from your boss.
Why I am tell these stories? Think about people like Pan, you decide you must have him and you are prepared to pay big $$$. But those whom are paid much less and whom he may have to work or coorperate with probably don't think he is worth this much. What will happen? They will decide not help him. As an employer what you will do? You give Pan your support. But university presidents in China are not powerful enough to punish other scholars by firing them if they don't coorperate. So how do you give Pan support? You set him up, you give him special status, you send a message to everyone Pan is different if you are against him you are not only against the school but are against the higher authority. To do this you must use propaganda.
Just give you some perspectives.
