Generally speaking, hourly contractor gets paid double of the permenant salary for the same position. A 100K developer position will pay $100/hr for hourly contractor, for example.
The examples you gave, a role as high enterprise Architect making 200-300K (i highly doubted that figure), contractor will ask for $200+ per hour.
As for CIO/CTO, they don;t use contractors, so making no sense to list their salaries and benefits.
For perm. employees you do get benefits and vacatons, but contractors have their own advantages: tax breaks.
