现在的GPS和军用的没分别。Don't know where you'd found your reference, but TCP was first developed by Stanford, BBN technologies, and Univ. College of London, they came up with TCP v1 to TCP v3, then TCP/IP v4. You should be able to find this info. from wiki, or any TCP network book.
Also, as I pointed out part of Manhattan project was done by U of Chicago, and those are not public domain. Even software developed in Universities, they don't have to be public domains. Just because "我觉得" doesn't make it so. There are many project managed by universities, but not public. Just an example, Lawrence Livermore Lab, is managed by UC, and it is certainly not "public domain."
Btw, you don't have to tell me about DoD project, you have no idea. :)
