I think (3) and (5) are two main reasons. If we can only select one from (3) and (5), I will select (3), because 法制 in (5) is based on (3). If 酒精 has no affect on mobility, there is no reason law (5) exsits.
Logic error: 主因 is not 最容易改变
e.g. We will lose the war to U.S. army because our weapon is not advanced. Can this be easily changed?
e.g. We can not land the moon because our technology is not mature. Is this can be easily solved?
e.g. We can not provent 矿难 from happening because people (labors) in China are very poor. Can this be easily changed? it will take our 100 years to make China rich enough so that nobody will take the risk of this low paid job.
