i am not sure why they made boxers such a big issue here, given the limited number of people and the small region involved. I think majority Qin Rens at that time were quite indifferent about the government and foreign intruders due to the fact that Qing dynasty was ruled by a foreign tribe anyways and the lack of GCD alike people who could unite and lead people. Boxers might become GCD alike but the defeat of the Qing government came too fast and they didn't get the chance/time to become one.
but when you say "Qin made the right decision to allow Boxers movement", you are practically saying things could have been worse which i don't think is true.
