But I say government then had to assess risk and make decision based on limited information. There was google and CNN at that time. Look at what happened today, when only 20000 kids suddenly went into street in important and symbolic places like BJ and SH shouting ahouting anti jappenese slogans, what the government can do? They had to temporarily allow that to happen but assert state power quite decisively shortly after the protest is over.
