boxer too. That's the only way to stay in control. If they didn't do that, boxer would have turned against the imperial government. The government couldn't afford fighting at both fronts when one was already making them busy. They had no choice but to make alliance to fight against a common enemy. I can't imagine Qin dynasty would side with foreigners under circumstance(when hostility against the west was very strong around the capital region). If Qin were overthrown either by boxers or foreign power, the situation would be even worse. Without a functioning government, the country would be in total chaos and disintegration. So I say Qin made the right decision to allow Boxers movement. The government didn't forget to clean it up after the crisis was over anyway. The point is, when a nation is weak, the government has much limited number of options and the choice is whatever less evil. It's not right or wrong by mordern standards.
