1. the operator will need the engineer from equipment provider to do the O&M job. so of course the engineer can access the switch, we sometimes ask engineers in Canada to trace the problem in HK exchange server, and they even have some high level account to use some "secret" commands, like what I said before, to power off a specified mobile phone, such function is not even mentioned in GSM standard.
2. if I know your mobile number or ur SIM card number(IMSI), I can easily find out which cell u r in ,u r idle or busy, which frequency/coded plan u use by very few commands. most lastest products provide such tracing functions and some even make a dedicated hardware for it. all the data/signal are only ciphered in air interface but not in the switch, and ur mobile phone can not tell the call release signal is from ur wife or from the switch. of course sending such signal is also belong to the secret command set. in some case, like prepay users have no money in their accounts, the switch send this signal automatically. there are also commands to "lock" the mobile phone in certain frequency/coding for testing purpose. if u are making a call i bet u will never realize i have done so many tricks on u.
3. maybe it's not proper to put wifi and mibile network together and I am not familiar with wifi. but u should know how easily the manufacture provider can take control of a mobile phone.
