a "high level" account. It is just a O&M account. The operator can change the password or disable vendor access. When use secure phone, the switch cannot see the data except for protocol headers. You won't be able to access my wife cell phone, since she is not in HK. Looks like you are an operator, no wonder. You are not an engineer who develope those stuffs. The operator can do pretty much all those thing you said, not the vendors. The vendor engineer may not how, but doesn't mean they can do it. If you use CDMA, chances are you might even use the one I worked on. Well, tell you that, that thing suck. It works but sucks. Still, you have to provide the vendor access to the switch for them to do anything. If they don't have the access, they can do nothing.

What you had said are basically what operators can do, even you know how to do them, but you have no way to temper my phone since you don't have access to the switch period. You can try to temper my phone if you want, I'll give you 10 years, and see if you can do anything to my phone or my wife's phone. You can't do it, even you are an operator. I don't live in HK, you don't have access to my switch, you don't know my phone number, and you cannot scan all phone to find me. You can't send a call release to my wife's phone since you don't know anything about her, and you don't even know where she is. She is definitely not in HK. So, all that you BS here, don't even work.

What you're saying here is that if you give other access your computer, they can mess it up. Dup, why do you give them access stupid.
