The problem is some people thought they have free speech. But as long as the paper has a boss who does not disclaim his control on content, there is no free speech.
This argument can be applied to any newspaper in China that I know of. So I don't know what do you mean by limited freedom: do you mean some newspapers don't have a boss, or do you mean some bosses don't have control over content?
