...statistically you are probably right. However, remember that in any metastable system, all it may take is *one* disturbed molecule to cause the whole system to crash.
In an internationally visible event such as this, one small incidet may have a significant and dire consequence. It may be the last straw which causes Japan to recall its ambassador and to withdraw all aids, and plunge China back into a xenophobic isolationist state and the second cultural revolution. You never know.
Then again, if Japan is being its typical wimpy self again, this'll probably blow over like last time.
