consider a node A connects to two loop L1 and L2, when a frame f reaches A, it is copied and sent to L1 and L2. Now, the frame sent to L1 loops back to A, and it is again copied and sent to both L1 and L2, and the frame in L2 does exactly the same. Pretty soon, you have a perfect storm.
