VERY WRONG! Yes, a store owner can monitor customers that go to his store. But if he pays special attention to people of certain ethnicity based on the thought that people from that ethinity have the tendency to steal, then that's racial discrimination. It's hard to prove that an individual is treated unfairly by a store owner because of racial discimination. But we want to prove racial discrimination, not individual discrimination. So we need to prove if the store owner establishes a pattern of treating people of certain ethinicity unfairly. This has been done many times. The most recent one is Macy's case:
