You are not paying for him to live in China. You pay for his work. His work is to train Chinese scholars, to establish research base in China, and to make things happen. Before you pass any judgment on him you better understand the value of his potential contribution to chinese research community. How do you do that? You ask yourself: if I don't pay him to do this work, how much do I have to pay for the same amount of work from someone somewhere else?
But before you think of any of these, you'd better make up your mind what you want. Based on what I read so far I am not sure everyone agrees chinese research community really need/want what his is doing, assuming you are all speaking as a tax payer.
