These grants are not general research grants, they are awards, but for research, not for putting in personal pockets. Whatever in China or in North America, these kinds of awards for research are very common. As I know, the money for the most prestigious prizes "National Natural Science Award" in China are also partially for research.
Here are some examples in the Havard Univ's web:
Xiaowei Zhuang wins a 2003 MacArthur (genius) Fellowship.
This award (US$ 500K) was with very high honour. But this grant is not for personal pockets, but for research.
Saying a research award is not award is misleading.

Why don't you talk about the Nature papers by Dr. Pan where Dr. Pan is the first author? Please pay attention to 系列工作 by Dr. Pan. Who is telling you that 这里说的获得如此多的国内外荣誉的“其论文”，指的是同一篇论文。

西，潘建伟如此写，并列上两门课程名称，是不是想误导他担任全职“课题
领导人”的德国大学校方，他并非到中国科大当全职的教授，而只是教两门
课的兼职教授呢？

This is so normal and accurate. Yangtse Professor, as most people working in academics can see, is a chair profess position. This means that this profess position is financially supported by external funding. One professor in my department is Canada steamship professor. This is his formal title, and shown in formal documents. Chair professor is usually a profession position with high honour. I don't know, except Mr. Fan, who will see this as an adjunt professor position.
