At least kchen got a lot of numbers, much better than 李昌玉. WHat he said is a fact. He didn't say it should or should not be auctioned. And it is true users have to shoulder the costs. And your statement: "...The government, therefore the people of the U.S." is too ideologic. I know in US the biggest cost of building a network is not on the switch but on laying down cables. In china it could be the same, especially when you consider even in big cities builders don't put in the last mile until recent years. Additional profit allows them to extend the network to country side and to remote area.
