Therefore a market for such license does not really exist. That's why carriers pay way too much for them and allow the government to rip them, and eventually the consumers, off. Talking about optimal resource allocation, in the case of 3G the scarce resource is capital not radio wave(at least in shor terms). You think letting the government collect valuable capital while not using it directly into related projects is optimal? You are 书呆子.
