你说得这些有前提条件,就是先得有市场政府才可以拍卖。本人最讨厌教科书,不过市场的三个基本条件还是知道的:信息透明充分,低准入门槛,and a lot of traders. To begin with, there is never sufficient information required to put a dollar figure on radio wave. Therefore a market for such license does not really exist. That's why carriers pay way too much for them and allow the government to rip them, and eventually the consumers, off. I think using a dice is better solution. The rest you can figure it out for yourself.

Talking about optimal resource allocation, in the case of 3G the scarce resource is capital not radio wave(at least in shor terms). You think letting the government collect valuable capital while not using it directly into related projects is optimal? You are 书呆子.
