This bill was a product of compromise. The republicans has always been at the side of deregulation, this bill passed the republican majority senates pretty much alone the party line, and the dained house democrats support only after the republicans agreed to let the strengthen version of anti-redlining to community reinvestment act pushing by the democrats. This bill was not on the Clinton administration's agenda. Clinton wanted to push for single pay health care, and failed.
