The negative side of this incident is discouraging risk takers. Both the investor (government official) and the entrepreneau will have to be more risk averse becasue public may have lower tolerance towards failure. Commercializing IC is a very risky business (or is it? you tell me). You need a very liberal business environment to nurture such an industry.
