Business means you have to sell something that carries value. It can be unique technology or something else which differentiates you from competitors. As to the role of government, I don't see anything wrong with asking it to subsidize in part or in whole in order to make you profitable, as long as proper qualification process is followed. There is no right or wrong in this relationship, only deal and no deal.
The problem with ChenJin's case looks like there was lack of clear qualification standard: should it be viewed as an academic project or commercial one? If it was both an academic and commercial project, what exactly was its objective and scope? How do you define success and how to measure/evaluate it? If one can't answer these questions such a project has little hope to succeed. I guess ChenJin probably was unfortunetely caught between conclicting academic and commercial inetrests, whcih led him to bad judgment and decision.
