Empress is not good because it can mean 皇后.
I don't think Ruling Empress is a formal title
it only means an empress who really ruled.

Great Dowagess EMpress Cixi was also a ruling
empress but she was not a 女皇帝.

Maybe Crowned Empress but 皇后 has a crown too.
