The simpliest model basically puts in arrival (poisson), service time (train capacity), and outputs the distribution of waiting time, queue length etc.

So your question probably should be: if you want a achieve certain criterion for the waiting time or queue length, e.g., average waiting is less than X minutes, then what capacity should the train have.

In other words, train capacity is usually a parameter that affects the queue's distribution.
