What you need to do up front is to ask FZZ this question: Where is XYS now and what do you want XYS to be? As far as I can see, XYS is on track of becoming a NGO. Now if NGO is what FZZ in fact wants, you guys need to make it clear what its mission is, and to put a well worded mission statement on the front page(the front page would need redesig that's for sure).
After the the goal and mission are clearly defined. You guys can talk about organization. Here it comes what kind of people should be involved, and how they will be involved. You need to make it clear what the responsibility of these people are and how they will be rewarded for their work(I say people who initially blow the whistle should be given enough credit, instead of letting FZZ be the only one taking the media spot light). In addition, if XYS is to be a NGO, you guys will ensure sufficient amount of transparency(here it goes real name vs. anonymous). All these must be aligned to the goal and mission.
Off course if DaJa is just a hobby of yours, there is no need to go through this process. The current "bandit approach" seems to be working reasonably well.
