In US people can estimate the market price by looking at the how much other houses are sold for. In SH it doesn't work that way, becasue almost EVERY HOUSING UNIT is unique in value. THis applies to units in the same compond even in the same building. THis makes it impossible to use the price of a newly developed housing project to accurately estimate the market price of previously built project.

In other words, if project X and Y are similar housing projects, and if X is priced lower by 30% than original price of project Y, you can't say the price of project Y has dropped by 30%. SO be careful when you read numbers. As far as I know the price index does not even take consideration of comparing similar housing projects.
