Best bioinformatics conferences for CS people are RECOMB,ISMB, and PSB, then CSB, which are not with either ACM or IEEE.
RECOMB started to use LNCS last year.
Best bioinformatics journals for CS people are Journal of Computational Biology.
The IEEE/ACM Trans. On Bioinformatics and Computational Biology journal is quite new.
I am not sure about its quality.
