But I can see what you are saying. It's the same thing: what is the chance that you can get more from what you can get by salvaging the project now, plus opportunity cost, and in what form(assuming it is not a fraud)? To me the situation is bad because the trust between the company and the public is broken, hence making people nervous and scared. But if I were the investor, what I would do is to have a really good look at the status of the project objectively before deciding whether to divest, regardless of my personal feeling about those who are running the company. The question is: is the company still generating value(can be in various forms)?

As for investor in this case, it is the state, not those who sit on the board for the reason I said earlier. I think they are quite aware of what is going on, unlike you and me.
