多进程并发 means. If there is not hard disk, there is no need for filesystem. Read/Write on tape are sequential. Why you need a filesystem per se? There were many OS for IBM/360, from batch mode to time-sharing. Again, 23 day of integration and testing, with many people in that group who had not even heard of computer, even after a year, what could they make?
