乱用西太平洋大学文凭有可能是犯法的

　　在美国至少有十二个州，不加说明地使用未经认证的文凭是要负法律责任的。
如果唐骏是在俄勒冈州工作，他的行为很可能已经触犯法律。因为俄勒冈州规定，
申请公职或申请执照时，禁止使用未经权威机构认证的文凭；在其他情况下，你
可以把这种文凭写入简历、信头、名片或网页，但必须注明两点

　　1. 你的文凭没有取得认证（unaccredited）；

　　2. 你的文凭没有得到州ODA（学位授权办公室）的批准（unapproved）。

　　另外，北达科他，南达科他，伊利诺伊，密苏里，新泽西，得克萨斯，内华
达，华盛顿州，弗吉尼亚和缅因州也有类似法律。印第安纳和密歇根州也有部分
限制，比如在印第安纳州使用未经认证的博士学位是非法的。

　　加拿大的情况不很了解，但是据加拿大广播公司的报道，上个月加拿大的一
位唐骏校友就因为使用“太平洋西部大学”的博士头衔被警方指控欺诈，伪证和
妨碍司法，之后他认罪了。

False Academic Degrees
As of June 7, 2006, it is a punishable crime to issue or use a false 
academic degree in the state of Washington. Specifically, anyone 
granting or offering to grant a false academic degree may be subject 
to a Class C felony, carrying a fine of up to $10,000 and up to five 
years in prison.

Anyone knowingly using a false academic degree may be subject to a 
gross misdemeanor, punishable by up to $5,000 and up to one year in 
prison. The new law defines a false academic credential as one issued 
by an entity that:

1. Has not been granted accreditation by an accrediting agency 
recognized by the U.S. Department of Education; or

2. Has not been granted authorization, exemption or waiver by the 
Higher Education Coordinating Board.

The law also establishes a gross misdemeanor penalty for those who 
falsely claim academic degrees from legitimate institutions.
