...if that's what you are getting at. Feynman said all subatomic particles behave exactly the same in terms of following the laws of QM. If you really want to stretch it you can say alpha and beta particles are "matter waves" and have frequecies, etc. But that's not the issue here.
If you just want to stretch it a little bit, beta (electron) rays are a source of moving electric fields, which will generate magnetic field, and when it slows down in matter, it will emit Brem. radiation, so it's *kind* of EM. *Sometimes* we group beta and gamma radiation and their interaction with matter as "EM interaction". You can check a number of general purpose Monte-Carlo programs which use this terminology to distinguish from ion-solid interaction...
...and this leads to alpha particles, which are ions. Sure they are also moving charges, and their interaction with matter do give out photons and electrons, but generally we don't consider alpha particles "EM".
