Without taking a step back, it is hard to move forward. I personally like to the the DARPA HAPB project to be the stepping stone for the next gen. Currently rocket engine needs to carry a large among of fuel and most of them burned in the very first stage. It is very inefficient. Launching the same weight in sub-orbital requires significant less fuel. So, use scramjet to push the launch vehicle to sub-orbit, and then use rocket to finish it off is a good alternative.
