It is not wrong to ask, however, making a personal act equivalent to a state act is not a sound argument. The government certainly has its own concern, but it is about the impact, not the motivation. Do you know how many laws got stroke down by the US Supreme Court because of violating the constitution? Most of them have good intention, but they get stroke down anyway.
