The ground command, control and telemetries for space vehicle, usually called ground control segment, are all proprietary sstems, even the ESA found the SV, which isn't too difficult, even I can do that. But unless the Russian's system and the ESA system is compatible, ESA won't be able to command that lost sv. Where do you get that information.
