It is one of the best film by Al Pacino. In fact, if you watched enough films, you will find some the rules of hollywood:
1). The President is stupid.
2). The congressmen are laughting stocks.
3). Some cops are bad, some are good. Usually the head of the police department is stupid.
4). Professors are usually bad, because they want to sleep with students and they are also nerdy and arrogant. If a professor is not bad, then his boss must be stupid.
5). The boss of the hero/heroine must be stupid.
6). Working class is always right. They are heros.
Film maker, especially large company, is concerned about making money. So, sometimes they want to please the taste of the ordinary people.
As to Rap/Hip hop. It originated from Brooklyn/Bronx. In 1980s, Reagon(I think) cut the fundings for education, especially music and physical education, which has a huge impact on kids from slum. Many black kids run the show in the park or dump after the school is dismissed. They used it to express their feelings and frustration. Since it is welcomed, some people began to push it to the market. When it reached the west coast, it changed forms totally. 流行是铁的纪律, 我们必须遵守. I think rap is going to stay for a while.
Even nowdays, if you go to NYC, you will find many black kids running shows in many places. Some of them are very nice, mixing Kong Fu, basketball, and dancing. It is spontaneous.
