College professor charged with soliciting child on internet

October 24, 2006 (WLS) -- A college professor is charged with trying to solicit a minor on the internet. Prosecutors in Kankakee County say 43-year-old Qingwei Yao was part of the first arrests by the county's cyber crimes task force. He is an associate professor at Northern Illinois University in Dekalb.

What is even more surprising, according to police, Yao readily admitted to being a 43-year-old college professor in the chat rooms he visited. He and
another man were arrested after officers posing as underage girls agreed to meet.

Yao, a college professor at Northern Illinois University, is the first person to be arrested as a result of a Kankakee County cyber crimes task
force unit investigation. Forty-three-year-old Yao is charged with six counts of indecent solicitation of a child on the internet.

"He had conversations, by way of the internet chat room, with what he believed to be a 13-year-old female," said Chief Bernie Thompson, Monteno Police Department.

Also arrested over the weekend was 28-year-old Nicholas Garcia from Bradley, Illinois. Agents say he thought he was going to meet a 14-year-old girl.

"It's been estimated there are 50,000 predators online at any given time searching for young kids. So, they are gonna go -- if they are fishing, they are going to look in that place where there is the most fish. So they go to
those kind of chat rooms where young kids are at," said Timothy Bukowski, Kankakee County Sheriff.

To show how easy it is for predators to operate, we saw sexually explicit message pop up almost instantly.

"That is when the conversation usually starts and you wait to see where it goes. In these two cases and others it went very quickly to the sex talk," said Chief Bernie Thompson.

Yao and Garcia are free on bond.

In a statement released by the university, a spokesperson told ABC7 that " Professor Yao has been placed on temporary administrative leave... Pending
the completion of police investigations and university review. NIU is cooperating fully in the investigation."

Yao and Garcia are scheduled to be in court on November 16.

The sheriff's office said to expect more arrests to come in the next several weeks and months. They are also working on developing a program that will help parents monitor their children's online chat room activity.
