2008 before US government took over Fannie and Freddie in September, GSE credit spreads also skyrocketed. So foreign investors had suffered huge marked-to-market losses. If they did change investment then, they suffered actual or realized losses.
Since those comments are referring to that period, then they are factually correct, even if there is no government or sovereign default.
