Open letter is no a good only all the other channels are exhausted. Because the ban is broad, you are not likely to succeed by asking to remove it for a specific bbs.
People who made such decision are rational people, they just want to protect their interests or to make their life easier. So you need to lobby them. One thing they can do is making alliance with student representatives from other schools, asking for dialogue, allowing authority to explain reasons behind such decision in a non-confrontational setting. After that both sides can try to work out a common ground. It is important to understand what you want is to get your bbs back, not to vent your anger or to embarrass officials.
