it might be right when there are only two species and each has to outrun the other to survive. Also, food does not matter, over population does not matter, etc. In that case, it can be an arms race.
Here, the goats only need to figure out a way for the cheetah to eat other animals more than eating them, or have more goats left after been eaten than other preys of cheetah.
You can compare the speed between goats and cheetahs, but not fitness.
