understood social phenomenon by classifying people into "believer" and "non-believer" that's your problem. As far as I can see the concept of so called religion at least include religious idea, religious people adn community, religious practice and religious tradition. Those self claimed "non-believers" may unwittingly accept the idea, the doctrine adn tradition. They probably don't practice in a way "believers" do that's all.
