It is a problem general public does not understand how to SuanZhang. Even they do know they most likely don't have all the information to do it properly. That's why even in industry countries government don't spend $$$ to employ high calibre people becasue tax payers would be unhappy if they do. Instead they spend $$$$$$$$$$ hiring consulting firms to carry out important decision making tasks. And guess what? becasue this $$$$$$$$$ is part of gov operating expense people tend to pay no attention at all!
In china public consulting industry almost does not exists, therefore you get this problem.
