It's not your scientists engineers' job to decide or to influence those who make a decision whether a dam is warranted becasue you don't have the expertise nor all the information required for evaluating total social and economic cost/benefit of a building a dam.
Your job is to provide engineering data, facts, that's all. As an professional you should not even give your own opinion unless there is not sufficient information for a sound engineering evaluation. You do your job and leave the rest to others.
