俺不懂德文，不知道恩格斯的原文是什么。但英文版本说的是：
Finally in the astronomy of the solar system Kepler discovered the laws of planetary movement and Newton formulated them from the point of view of the general laws of motion of matter.
这里的formulate是数学化的意思而显然不是中文里（哲学意义上的）“概括”的意思。而且恩格斯那段话的上下文都是在夸赞牛顿和其他数学家对科学的贡献，即使是读中文版也不应该有如此误会。
