It is only a matter of time, and whether people have faith in the economy. The bubble has already burst, i.e., the market over corrects itself. The hope is to stabilize the market, like dumping the spring from vigorous fluctuation. The economy will slowly picks itself up. Of course, economy is full of unknown and surprise. There is no way to be sure if Obama's plan will work fast enough, or if it actually "work" at all.
