it's just a normal response from any embassy/consulate

if interchanged, american embassy would have similar response

and btw, chinese government does improve on those things, maybe beacuse tourists are usually wealthy and influential class, unlike illegal immigrants.

last year china arranged flights to get back most tourists stuck in thailand, quickly and nicely. HK media used that to criticize their own goernment's slow response
