that they knew something was going to happen on that plane - but they didn't know exactly what. If they had over-reacted, say by canceling the whole thing, and then nothing happened, they would be viewed as paranoid and be ridiculed, especially on the eve of such an important meeting.

So it comes down to weighing the probability of something happening vs how many lives you are willing to lose. That's the same calculation airlines do everyday.
