In the past 30 years, there were 3 GOP presidents and 2 Democrats. All three GOP presidents, Reagan, Bush I and Bush II, significantly increased the government size. Bush I lost his re-election because he broke the "no new taxes" pledge. Both Democratic presidents reduced the government size. Carter reduced spending as a percentage of GDP. Clinton actually reduced the real size of the government and ended his terms with a real budget surplus.
