Liberal rationalists (utilitarians) usually take a positive view. Libertarians take a negative view (even that overpopulation leads to a disaster, that's people choice to be doomed, so still not the government's business. Government is always evil. Giving government to control population will bring more harm than cure. It gives space for abuse of power--which I agree to some extend). Religious people always hold a negative view--remember catholics are even against contraceptives...
