The Bush Administration just limited the scope of Habeas Corpus to exclude detainees in the so called "War on Terror". It did not suspend Habeas Corpus entirely, as what he said suggests.
Also, some lawyers use Habeas Corpus to challenge the detention of certain aliens by immigration agency.
