If we have clear evidence of lacking labor and too small a population size, to reverse it is some lower than expected living standard...but if it's really seriously overpopulated (much more overpopulated than India and China right now), to reverse it--might take the "mild" form of Chinese-style one-child policy, or take the cruel form of wiping out some people via war (or 2-legged sheep?)...
