That means it can only hit target that visible, anything behind the horizon will never be hit. Yet railgun doesn't have such limitation, it can still strike target out of view.
In a railgun vs. laser gun scenario, I doubt the laser could have batter chance. Railgun can strike without exposing itself to the laser gun, and latter can do nothing about that, only sitting there defending itself and can't retail.
