rather big part of the Republican Party does not scale. The libertarianism emphasises small government,, free market, people taking care of themselves and etc. It works pretty well for ranchers, where there are planty of lands, but very few people. For large city, on the other hand, this doesn't work, because resources are limited, and more facilitation is required.
